The following was engrossed and enrolled, signed by the Speaker and                                                             
Chief Clerk, President and Secretary of the Senate, and the engrossed                                                           
and enrolled copies were transmitted to the Office of the Governor at                                                           
3:06 p.m., June 11, 2007:                                                                                                       
                                                                                                                                
     CONFERENCE CS FOR HOUSE BILL NO. 96                                                                                        
     "An Act making appropriations for the operating and capital                                                                
     expenses of the state's integrated comprehensive mental health                                                             
     program; and providing for an effective date."                                                                             
                                                                                                                                
                                                                                                                                
Also transmitted was a copy of the following letter dated May 24,                                                               
2007, to Dr. William Doolittle, MD, Chair, Alaska Mental Health                                                                 
Trust Authority:                                                                                                                
                                                                                                                                
"Dear Dr. Doolittle:                                                                                                            
                                                                                                                                
In accordance with AS 37.14.005(c), this letter describes changes                                                               
made by the legislature to the Governor's amended state's                                                                       
comprehensive mental health program for FY08 as appropriated in                                                                 
CCS HB 96.  The enclosed capital report and spreadsheet compares                                                                
CCS HB 96 to the Mental Health Trust Authority's budget                                                                         
recommendations.                                                                                                                
                                                                                                                                
After adjustments for PERS reductions (a $4.3 million decrease), the                                                            
legislature's budget is $7.4 million less than the Trust                                                                        
recommendations and $2.1 million less than the Governor's request.                                                              
                                                                                                                                
The Legislature accepted the Trust's increment requests for the                                                                 
following major programs:                                                                                                       
     • $1,255,000 for a variety of education programs to encourage                                                              
     Health Care Service Careers in Alaska.  These programs include                                                             
     Marketing Strategies, Recruitment, Training Centers, and Loan                                                              
     Forgiveness;                                                                                                               
     • $700,000 to create an Autism Disabilities Council and                                                                    
     maintain the Alaska Autism Resource Center.                                                                                
                                                                                                                                
The Legislature accepted a portion of the Trust's increment requests                                                            
for the following programs:

     • $4,564,000 (of the $6,064.0 requested) for Bring-The-Kids-                                                               
     Home programs;                                                                                                             
     • $1,050,000 (of the $1,695.0 requested) for Detox Treatment                                                               
     Capacity and Sleep-Off Alternatives.                                                                                       
                                                                                                                                
The Legislature did not accept (and the Governor did not request) the                                                           
Trust's increment requests for the following programs:                                                                          
     • $2,000,000 for Behavioral Health Community Treatment                                                                     
     program;                                                                                                                   
     • $2,000,000 for Substance Abuse Services Continuum of Care                                                                
     program.                                                                                                                   
                                                                                                                                
The Legislature accepted the Governor's $16.1 million capital request                                                           
(although this request was $4.1 million below the Trust's                                                                       
recommendation).  Highlights include funding for the Southcentral                                                               
Foundation Eklutna Residential Psychiatric Treatment Center ($7                                                                 
million); Deferred Maintenance and Americans with Disabilities Act                                                              
Improvement Grants ($2 million); Beneficiary and Special Needs                                                                  
Housing ($1.8 million); Homeless Assistance Program ($1.5 million);                                                             
and Mental Health Trust Land Development and Facilities                                                                         
Maintenance Programs ($1 million).

between the Trust and the Legislature enabling us to address many                                                               
issues in creative and efficient ways that would not otherwise be
